The delivery person said he delivered and that I even signed, which is not true, I never got my purchuse.

They don't cover return postage fee, which is understandable. But they need customer to take care of the possibility of a custom duties charge if occurs by returning. Generally custom duties won't charge anything since it's a returned goods, but the mail service confirms that even if. there is a custom clearance fee to pay it's on the recipient's side.
